The 24-year-old will not be at the start of Friday's race against the clock.
Quick-Step Floors' Italian rider, who made his Grand Tour debut at the Giro this year, crashed during a training session on Sunday, hitting the ground hard and injuring his left hand.
As consequence of this incident, Martinelli suffered heavy bruising with scrapes and swelling, which limit mobility in his hand both in riding position and during braking: "I was training near my home when a dip in the road caused me to end up on the ground. I was going quite fast, but luckily I managed to limit the damage."
"I'm really bummed out because it meant a lot to me to race in the National Championship Time Trial, especially as I look to the future. Last year it was a great experience which I would have liked to repeat. However, this is the situation now", Davide continued. "In the next couple of days I will try to recover in the hope that I can make it to the start of the road race to support my teammates, at least in the first part of the event."
